More Families in Oregon Are Now Eligible for a Child Care Subsidy Program
Child Care Subsidy Program: The Oregon Department of Human Services and the Department of Education’s Early Learning Division have made the Employment Related Day Care programme more accessible.
More Oregon Families Are Now Eligible For A Child Care Subsidy Program
House Bill 3073 of the 2021 Legislative Session, which includes the expansion as well as the formation of the new Department of Early Learning and Care, became law on January 1, 2021. (DELC).
“The expense of child care can be a barrier for many families to reaching their educational aspirations and entering and remaining in the labour force,” says Fariborz Pakseresht, director of ODHS. Oregon is expanding opportunities to participate in the ERDC programme in order to better assist families.
Childcare assistance is now available to high school, GED, and college students who do not need to work. Furthermore, each student will be given more time in childcare each week to use as study time. Furthermore, as a result of the change in how partial and full-time coverage are determined, many families will be eligible for more childcare hours.
DELC will take over the ERDC program from ODHS when it is formally established on July 1, 2023. The Early Learning System’s director, Alyssa Chatterjee, expressed her excitement about the program’s transfer and the expansion of its qualifying pool.
“Continuing one’s education is a full-time job,” ELD Director Alyssa Chatterjee said, and she is “happy that individuals pursuing education in Oregon will have access to affordable child care.” This, along with the shift to flexible scheduling, represents a significant improvement for working families as a result of ERDC. I am thrilled that the programme will be integrated into DELC and our other early learning and child care services.
The expansion also includes the following new features: All ERDC families can now get paid time off to sleep when a parent or guardian works the night shift. Caregivers who require time off to care for a family member’s or their own health can receive ERDC benefits.
ERDC members who provide care for someone other than their family while on leave can continue to use their childcare benefits. ELD created this infographic to demonstrate how the new ERDC rules would benefit families. It’s linked below and available in five different languages!

Licensed childcare providers who do not accept ERDC are being recruited into the programme as part of a joint effort by ODHS and ELD to increase provider capacity and thus meet the rising demand for childcare spots.
